Survey and Analysis: Perceptions of Tourism Businesses and Local Governments on Standardization and Certification of Tourism Businesses Policies

Government Regulation (PP) No. 5 of 2021 on Risk-Based Business Licensing has been revoked and replaced by PP No. 28 of 2025 on Risk-Based Business Licensing. This change marks a reform in the governance of risk-based business licensing in the tourism sector aimed at providing business certainty and simplifying licensing procedures. These changes require the harmonization and strengthening of implementing regulations to be drafted as replacements for the existing regulations, namely the Minister of Tourism and Creative Economy Regulation (Permenparekraf) No. 4 of 2021 on Business Activity Standards in the Implementation of Risk-Based Business Licensing in the Tourism Sector and Permenparekraf No. 18 of 2021 on the Implementation of Tourism Business Certification.
The Assistant Deputy for Business Standardization and Certification, Deputy for Industry and Investment, Ministry of Tourism (Kemenpar), in collaboration with DESMA Center as the implementing partner, conducted a perception survey of these existing policies among tourism business actors and local governments. The implementation of the perception survey was also accompanied by in-depth interviews through a series of consultations involving 29 associations and 2 representatives of tourism industry businesses in Indonesia.
The findings of this survey and policy analysis will serve as the basis for drafting and implementing regulations derived from PP No. 28 of 2025, which will be prepared to replace the existing regulations, namely Permenparekraf No. 4 of 2021 and Permenparekraf No. 18 of 2021.
